Provincial boundary issue of Hunan #3

Hello! I noticed that the provincial boundary of Hunan seems strange in its southwest corner. Two counties (Jingzhou and Tongdao) are surrounded by an independent border. Is it a bug of the map? Or does this border have a special meaning? Thanks!
