[enhancement] Digital Twin Provider Entities are refreshed when calls fail

Description

Add additional robustness around calls to the digital twin provider. The service should be able to handle cases where the provider was unreachable and re-query for new provider state

Acceptance criteria

• When a call to a provider fails, entity data is refreshed
