When using many terminal windows (e.g. 10-20), the current horizontal list is hard to use:

Proposal:

Implement the same vertical list as in VSCode:

(IIUC this is actually a tabbed window selector, rather than just a list. Each tab can be dragged out as a separate window)

This is a duplicate of #12673. See #12726 for an unfinished draft of this feature.
