[Feature Request] Support worker agent mode by sending message to the selected worker directly

Motivation

In many cases, the users know which worker to talk to and there is no need task planning and coordinating. We want to support single worker mode by sending message to the selected worker directly.

There are also scenarios that after the workforce task compeletion or during the workforce running. The users want to send a task to a specific worker.
