Context

Currently we do not run automated test for Windows platform. Our matrix currently supports e.g Windows Server 2025 so we should add CI runners in that platform.

windows-2025 runners are available:

However, I don't know if just enabling in the CI will be enough.

I see, https://github.com/elastic/apm-server/blob/main/.github/workflows/ci.yml#L44 so adding windows-2025 could help, maybe?
