[Request]: Add Synthetics TLS certificate rule page

Description

Follow up to #4709

In #3047 we added details about the Synthetics TLS certificate rule to the Synthetics settings page. Since then, we've reworked how we document alerts. We should create a page for the Synthetics TLS certificate rule in Incident management › Alerting › Create and manage rules.
