Animated thumbnails

Add support for animated thumbnails, add homeserver.yaml entry for forcing animated thumbnails even if animated is not set in the query string, since unauthenticated media endpoint lacks this parameter. Matrix spec seems to support animated thumbnails on auth media endpoint yet synapse is not doing it? This is perplexing to me. So, please resolve this, thanks.

GET /_matrix/media/v3/thumbnail/{serverName}/{mediaId} appears to also support the animated query parameter.
