Unable to add WebApp

What Happened?

Nothing happened when you click on "Install as Web App". Nothing show in "Manage Web Apps" too

Steps to Reproduce

1. Click "Install as Web App"

Expected Behavior

Web App will be created and working properly

I can reproduce this on OS 8 but not on OS 7.1:

We ship the same version of Web (46.5) for OS 8 and 7.1, so I think this is due to Portal instead of Web itself.
