fix: stop requesting unpublished NIF 2.16 artifacts

`mix elixir_make.checksum --all` tried to download OTP 24 (NIF 2.16)
tarballs that this release does not publish. Elixir 1.17 already
requires OTP 25+, and the precompile jobs only build NIF 2.17.
