Promote jfmengels/elm-review in package search results for "elm-review"

jfmengels/elm-review is now a relatively common dev tool, but it is hard to find by name in the package repo because it is designed such that others can write and publish packages containing rules that work with elm-review.

I think it would be appropriate and helpful to make a search for "elm-review" show jfmengels/elm-review at the top of the results. (Presumably through the same mechanism that promotes packages like elm-explorations/test in the search results.)
