I have a level compiler inspired by openroguelike in Java programming language. It can be used to output caves that can be later compiler in C. Of course, further translating it to Java is as easy as 1-2-3.
It has a town level that ought to be in roguelikes.
Check out my code below. It's based on an early version of openroguelike.
