Use jiff rather then time?

Authored by Andrew Gallant (BurntSushi), jiff is a new date-time library with high ambitions and high potential.
We should keep an eye on it and decide, latest when 1.0 is published, which should happen soon, if we want to switch from the time crate to jiff.

Would you be willing to look at Jiff before 1.0? I'm not necessarily advocating switching, but the more folks who can give Jiff a try and give feedback, the better a 1.0 release will be.
