Tracking issue for new chiptool transforms

Unfortunately SVDs are buggy and sometimes the existing patches do not work or are not ideal. This issue exists to track chiptool issues I will open as I find problems.

• RenameEnumVariants should allow specifying the value of the variant to rename. chiptool#75
