Allow to override the default locale by post

The blog is in French. To be able to also write in English, we have to declare this text is in English.

We have to change:

• the HTML lang attribute (at least) specify the lang attribute around the post article html tag
• maybe configuring the social graph Social graph #7
• localize the text
