Context win: Add 'comps available, but no template' mode

Same as #8648, but when there are page components in the controller selector, show the same dropdown we have on the "Inspect" tab now (without the two tabs on top)

NB: In the case when the app is deleted or off, dropdown still should show selected descriptor.
