Enable Asset-related tabs in right panel in project view #13198

Follow-up of #13135
If the opened project is hybrid/cloud, the asset-related tabs shall not be disabled, but instead allow editing properties of opened asset.
Technically, RightPanelContext has unified item field, which now is AnyAsset | ProjectId | undefined. It could be just AnyAsset | undefined, but Project View needs access to AnyAsset - to discover if there is anything stopping us from providing it there.
