Bad UX of popus when uploading files

Imagine you want to upload 10 files to the cloud, and it fails for some reason. This is the experience you’re getting:

1. The popup system does not support more than two simultaneous notifications.
2. The close button is too hard to click.
3. Popups jump, move under the cursor, and appear after a small delay — just enough of a delay to say “well, I think that was all”.
4. Side question: why can’t I upload a “large” file that is empty? I thought I was paying for cloud storage, I should be able to store infinitely many empty files! (and use their file names as a base64 storage for my family photos).

Despite getting an error, I still see “Files uploaded” notification in the corner:
