Port GUI integration (playwright) testing to bazel rules

Refinement notes:

• In this task we should focus on making a CI job - the devs may still use the old way
• Bazel should test actual app (prod) build
• Bazel job may set some env read then by playwright.config informing how to run preview on app build.
• Remove old check in the process. Do not port shards - we should be fine without them (Also we may reduce re-runs on GUI tests).
