When a photo is deleted only from the cloud, it temporarily disappears from the On Device section as well, even though the file still exists on the device.
The photo count remains unchanged, but the photo is not visible in the UI.
After approximately 15–30 minutes, the photo reappears in On Device with the correct “not backed up / not on cloud” icon.
This results in users losing access to their local photo for a significant amount of time after a cloud-only delete.
