Tooltip cannot dismiss with click trigger outside click

How to dismiss tooltip with click trigger by clicking outside of it?
One of the solutions would be adding focus to trigger options list, now, it has not that

For such cases we recommended to use Dropdown instead of Tooltip.

We also have in plans to make Tooltip component based on Dropdown and then they both will have the same api
