Convert main entrypoint to a Vue 3 app

• install the necessary dependencies (vite plugin, etc. we can create an exhaustive list below)
• convert the app's main JavaScript entrypoint into a Vue 3 app, with the various plugins removed and to be re-added as part of subsequent tickets.

I think this can (and should, perhaps) be handled incrementally. Converting the main entrypoint to the Vue 3 style will not have much complexity.

To use a timely metaphor, it'll be something like removing all the ornaments from a Christmas tree, swapping the tree, and then the difficult bit will be hanging everything back just the way it was and that last step will be represented in other tickets.

For that reason I'd reduce the estimate quite a bit and perhaps combine the following ticket for vite-plugin-vue.

Thanks @joescottdave, when we had this discussion it was alluded that this was the "overarching" ticket, not the specific action.

Agree that the individual steps can, and will be, incremental so no issue with your recommendation to change the focus and estimate for this specific ticket.

Oh I see, yes, maybe I'm getting ahead of myself, there's something similar below for createApp. But as it would likely be useful to do many of these steps in a single PR, so that any contributors have something to work off of.
