upgrade pnpm 9 in:

in dockerfile instead of 8.5.1
set package.json engines >= 9

look into .npmrc if that can be used to set pnpm version in project?

pnpm/pnpm#7934
tried using packageManager, corepack with pnpm but did not succeed.
