Rebased the following PRs and could use a review to merge:

• new(tests): EIP-7610: init-collision tests #636: Nice to have test in python form, updated and can be merged easily if the coverage passes.
• new(tests): Identity precompile test #1047: Low hanging fruit, extra test, can be merged quickly with a review.
• feat(execute): Mainnet marked tests #1511: Valid tests and sets the precedent to select tests to run in mainnet, rebased and ready to be merged with a review.
• feat(plugins/execute): Deferred eoa funding #1566: This PR I feel is essential to bring execute command to a better level of usability. I've successfully rebased but it still has some way to go, and perhaps we should port this PR to EELS.
• feat(vm): Memory variable #1609: Might be worth taking a look by someone else to see if this is a valuable thing to have, rebased and basically ready to merge.
• feat(t8n): Support evmone's --opcode.count option #1956: Nice to have for benchmarking, ready for review and would be nice to merge.
• fix(tests): Relax exception expected in test_max_blob_per_tx.py #2122: Waiting on feedback from @spencer-tb, perhaps he can bring it across the finish line.
