Creating a placeholder for issues that arise during interop that may affect all clients

• Need to implement a payload envelope pending queue (for when it's received while syncing the block)
• Added the slot to the payload envelope and removed the payload_withheld field.
• Need to properly set that the parent block is full when the epbs block is based on the previous fork.
• Multiple issues with the engine API, need to get full payloads and not just bodies.
• Storage decisions, by root or by hash
