Looks like thankfully, it's not like the old days of .NET and Microsoft is pretty good at letting .NET run on Linux. So far, my branch for this is able to build an image and install pkhex dependencies.

While we do have a docker container that can build, we won't close this issue until the HTTP server is up and running, so that issue will coincidentally need to be resolved
