Question: encode and decode performed in lib difference between utf16-be and ucs2 #202

I noticed that the conversion that is done through the UCS2 data_coding 8 lib is not done by iconv for UCS2 but for UTF16-be, I would like to know if there is any difference in the use of the two encodings.
