Word Press - Display Site Title and Tagline check box does not appear

I am using the newest version of WordPress and trying to display my tagline. The title displays fine but I can't turn the tagline on. I don't have this option under Appearance -> Customizing -> Site Identity -> Display Site Title and Tagline. It is non-existant.

I am using the Oceans WP theme and wondering if this is disabled that option but perhaps there is a way to enable it using the theme? Any help is appreciated.
