Today is only available the layer for the library that works on Python 3.9 running on x86_64 architecture, the idea is always to provide the layer that is compatible with the latest version of Python in lambda and both x86_64 and arm64.

Note: make the arm64 the default architecture.

This process should be executed by a pipeline and auto-update the layers.
