Add v0.4.0 bart CLI binary executable for macOS - AArch64 #132

We have updated the Bart CLI release assets to include macOS and Windows.
We now have the following amd64 bart CLI assets.

bart-cli-v0.4.0-linux-amd64.tar.gz
bart-cli-v0.4.0-macos-amd64.tar.gz
bart-cli-v0.4.0-windows-amd64.zip

It would be great if we could also add support for macOS AArch64.

Do we want to add automation (eg a GitHub Action) to build this binary set and upload it to a new GH release on each tag push?

I think adding a GitHub automation would make sense.
