local: Validate environment permissions #113

When running the local version of the installer we should validate that Nomad is likely able to run allocations.

We should do some pre-flight checks to help folks with the onboarding experience. At a minimum we should check:

Can we mount/unmount a tmpfs
Can we reach the network (to download traefik)

endocrimes added the enhancement label
