Adds options to control if badges are shown in the chat messages #229
This adds 3 new options that controls if badges are shown.
I made mod and vip seperate as I wanted to preserve the ability to allow some badges to be shown and those 2 were personally what I wanted.
I also translated the strings but I just ran them through ChatGPT.
