Global Table Row ActionButton styling

I want to use Icons instead of Text for View/Delete/Edit actions on table rows, but in order to do that, I would have to modify every resource and relation manager table. Would love to be able to do global overrides as discussed in discord here: https://discord.com/channels/883083792112300104/883085267383226478/922062657916375110

Here is what Dan proposed:

"I'm thinking, we could have a config option like DefaultTableActionClass
then just use that class to create new table action buttons, thoughts?
default would be LinkAction, but you can change to IconButtonAction?"
