We probably want to build some balance-keeping subsystem, kinda like the lotus-shed balancer tool - https://github.com/filecoin-project/lotus/blob/master/cmd/lotus-shed/balancer.go

Done as a config 'if address A dips below X, top it up to Y'; Should support key-accounts, market escrow and miner available balance.
