Automatic sector extensions

Some light subsystem where we users could define rules for automatic sector extensions. Some example rules that should be possible to define:

• If there are less that X CC sectors expiring between A-B, extend N sectors with expiration dates between C-D to date E
• If there are more than N sectors with deals expiring in date range A-B, extend them to date C without dropping filplus claims
