Proposal - TSC involvement in FINOS Project Activation

FINOS projects can request activation by creating an issue in the community GitHub repository.

The issue template reports a list of activation criteria, and the submitter is expected to fill in the How and Where Demonstrated column.

The reason for involving the TSC in this process would be to help evaluating the following items, and eventually approve or reject the activation request:

• Non technical documentation (and Usefulness): is it clear what business problem this project is addressing? What are the use cases that it helps solve? What are its main benefits?
• Community: how is the project being used and consumed? There may be different ways for firms/individuals to consume and contribute to a project, more or less relevant to assess its maturity.
• Progress: is the project following the publicly shared roadmap?

@TheJuanAndOnly99 - with the support of the FINOS Tech team - will provide:

• An initial answer to the submitter
• A confirmation that all questions have been answered
• A confirmation that technical questions (everything except what mentioned above) are checked
• A ready-for-tsc issue label when previous tasks are completed
