What is the current behavior?
Showing toast when width is below 0.

If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem. Codesandbox test, just open, there is a useEffect that will trigger 20x the toast, and the bug will revile its self, as the image bellow shows.

What is the expected behavior?
Stop showing toast when width is below 0.

Which versions of React, and which browser / OS are affected by this issue? Did this work in previous versions of React?
