Cannot change download region

While trying to fix a different issue i tried changing the download region in the Steam settings.

Whenever changing the region to anything but the default (Germany - Dusseldorf) it asks me to restart steam, which i did, and then reset to that default.

Reinstalling the flatpak didn't change anything and there's nothing notable in the run logs
