Put libportal-gtk3/4 in a different namespace than libportal.

Every library should have its own unique namespace, so it can be addressed only with this namespace.
libportal-gtk3 should also have namespace version 3 and -gtk4 version4. And to have the gtk version numbers independent from the rest of libportal, they need to be in different namespaces.
