when the flutter sdk upgrades, we should recognize such and restart our analysis and flutter servers

Specifically, we should make sure that the code that restarts the analysis server recognizes when a flutter upgrade happens (when the sdk changes on disk). The process is different on windows, so we should verify that case as well. And we should have similar logic for the flutter daemon process.
