Autothrust incorrectly targets F speed instead of Vapp for CONF 3 landing

Describe the bug

When landing with CONF 3 (CONF 3 selected on Perf Appr page of MCDU), and Vapp is less than F speed, the airplane will incorrectly fly at F speed in managed speed mode rather than Vapp. If Vapp is higher than F speed, the airplane will target Vapp.

Expected behavior

The CONF 3 Vapp speed should be targeted in managed speed when CONF 3 is selected as the landing flap in the MCDU and in the CONF 3 configuration.
