Compatibility with fmi-avi-messageconverter version 3.2.0

No real code changes, updated dependency to the new release fmi-avi-messageconverter:3.2.0 to avoid artifact version conflicts. Updated the import of GTSExchangeFileNameBuilder (changed package)

TAFBulletin serialisation and surface wind harmonisation

• Implemented TAFBulletin IWXXM Serialization (String & DOM).
• Added conversion from TAF POJO into JAXB TAFType.
• Refactored surface wind model classes: TrendForecastSurfaceWind and TAFSurfaceWind interfaces have been removed and replaced with a common SurfaceWind interface. METAR observations use ObservedSurfaceWind interface which now extends SurfaceWind.

Miscellaneous fixes

TAF parsing support & immutable model classes

This version adds support for conversion from IWXXM 2.1.0 TAF messages to TAF model class objects. More JUnit tests are still needed to verify the correct functionality before operational status can be declared.

This version depends on the fmi-avi-messageconverter:2.0.0 and has been refactored to use its immutable model classes.

Maintenance

Now uses the new time completion API of fmi-avi-messageconverter.
