i tried to install the todo plugin but can't get it to work

Steps To Reproduce

make a file in ~/.config/nvim/lua/plugins

i pasted this code

oh okay. but for some reasons i don't know, it's not working for me

when i make a todo comment to fix for later, and i press 'st' i get some kind of warning and i don't see my todos

What is st? Can you please accurately desceibe the issue?
