Fail silently in the event of permissions issues

I have an issue where occasionally I will open a file/etc where my user does not have full permissions to every other file in the project dir.

This is particularly an issue where the file is in a directory that is not a git repo and nvim looks upward until it finds one.

The result in those cases is TodoComments throws a large number of errors, one per file that rg cannot run on.

I'd like to hopefully be able to check for these scenarios and either disable todo-comments in those cases or allow it to skip over those files silently.

Maybe I just need a flag added to my rg args?

I was on the right track with the rg args it seems, I fixed it by adding --no-messages to the args
