Split parsing state from main config

Feature description

In the end of program stopping, soljuno updates the start_slot of parsing state. It causes the inconvenience that changes to the config must be after the program stops completely. Otherwise, the changes will be overwritten by soljuno updates.
Splitting the field to a new config file called parsing_state would fix the issue mentioned above.
