4.8 is currently a release candidate and will not be fully released until the end of September. This release includes an optimization for ERC20Votes. The improvement is significant for delegates that have a lot of delegators or when delegators are actively trading the token.

See OpenZeppelin/openzeppelin-contracts#3673 for more details about the optimizations.
