[V14 Feature] Templates Support Elevation

- When an actor creates a template set the elevation to the actor's current level (at least the bottom, and perhaps the top as well). Additionally having support to add inline data on template height might be nice ie @Template[line|height:20] etc. (and then i guess as a property in spells as well to handle say "Volcanic Eruption"
