Fixing secator q to allow empty query

• Gather context and understand the issue

• Make the ARG argument optional when a filter is provided
• Add tests for the new behavior

What changed

secator/cli.py — The query function already had @click.argument('arg', required=False), but immediately raised an error if arg was empty. The fix: when arg is absent but at least one of -rf/-ws/-d is provided, call run_report_show with no query expression (returns all matching results). Bare secator q with nothing still shows the usage error.

tests/unit/test_query_cli.py — Added three new test cases:

• test_empty_arg_with_report_filter: secator q -rf tasks/1 returns all results
• test_empty_arg_with_workspace: secator q -ws myws returns all results for workspace
• test_empty_arg_no_filter_shows_error: secator q alone still errors
