Monitoring component

The processor should include a monitoring component which monitors the health of all connected FFBO components by making requests which should generate a standard expected output. For example, the neuroarch component could be monitored by querying for a dummy neuron which is always included by the neuroarch component in it's database.

If it is determined that the component is down, the processor should provide a hook for possible actions to be taken (like email notification, or automatic restart of the component)
