Description

• 1st release package only for rolling branch to see if there is request for other distribution.
• see procedure for https://docs.ros.org/en/rolling/How-To-Guides/Releasing/Releasing-a-Package.html
• we need to create the new release team sony for now.

My team is currently using this package on jazzy, it would be nice to see it there.
However, I don't have a problem just submoduling the project if you only plan to release on rolling.
