Screen pinning doesn't survive reboots.

SureLock does by replacing the homescreen and reboot the app when needed. https://play.google.com/store/apps/details?id=com.gears42.surelock . The solution is not perfect, because users can still browse to another website. However, chrome will be spawned every time needed.
